I think you missed some nuance. I'm suggesting that if we don't sell early, but spend the money we are expecting to get from Anderson in advance, and then for some reason the sale doesn't happen (someone calls our bluff, an injury, etc) then we will be in trouble with PSR (squad cost ratio whatever) when that comes around. There's many advantages to getting our business done asap and I would take a (modest) hit on the Anderson deal to attain that position.
Given Marinakas track record with negotiations, I suspect he’ll be looking too maximize as much revenue as possible for Anderson, besides a good work cup campaign and it probably adds another 5-15 million* on the value.

He'd prefer to go to Everton rather than Man Utd, mmmmm! Anderson gets forward when he can, I don't see him as a purely defensive midfielder. I don't think Hackney is a no 10 like MGW so yes he would be a replacement for Anderson. Players in the same position don't all have exactly the same strengths etc.
