Ornstein is the one who is reporting it. If Elanga goes in the other direction then it wouldn’t make sense as we would lose on PSR if we bought him from the scum for 15 million.
Well it would only make sense if we were realising a profit. After all.. if he’s done well enough in a season to be wanted by a top 10 club, his value has increased. If both clubs need a bit of FFP help and are up for shenanigans, it wouldn’t hurt to fluff up the valuations of both players a bit.. but there would still presumably be a net transfer of cash to Forest that represents Elanga being the more valuable player that, objectively speaking, he is.
