There's a story that MGW had promised the club that he'd only leave for a club that was at the next level, and Marinakis doesn't believe that Spurs fit that bill which is why he's digging in and trying to get City to the table.
Although Spurs are playing at the next level next season and will pay him a next level salary compared to us.

Spurs were shit last season but are a bigger club than Forest and will be competing in the Champions League next time. I'd say that's defined as 'next level'.
Except they'll go into next season with the same target as us, which is Champions League qualification but not competing for the title. Yes I know you're all going to squeal about over expectation and how wonderful mid table would be and how we should just be grateful to be allowed to sit st the big boys' table, but Marinakis has big ambitions and will reasonably see Spurs as competition for them.
He may think that and you might be correct that we're in direct competition next year, but last season was a clear anomaly for Spurs.
Their previous eight PL finishes going back to the 2016/17 season were: fifth, eighth, fourth, seventh, sixth, fourth, third and runners-up. They're on a different plain to Forest.
We finished 7th last season. Our target will be at least that again, which means we are in direct competition with them.
A stronger argument would be that if we're using that logic, selling Elanga to Newcastle makes little sense.
Well yes, except I think it’s likely that the hierarchy accepted that it was unlikely we’d get away with only selling fringe players, while retaining all the “crown jewels”, for the second Summer in a row. It was pretty remarkable that we pulled it off in 24; to do so again in 25 - at the same time as adding enough depth to cope with Europe & avoid tailing off in the final few games of the league season - would have been extraordinary.
If my understanding of our finances is right (a big if, granted!) it would also have made a PSR sale before 30 Jun 26 pretty much inevitable - & the June market is not a sellers’ market; clubs would low ball because they’d know the pressure to sell.
I think that’s why Marinakis is so cross; it’s the timing, with the MGW thing coming out of the blue (it seems) 24 hours after selling Elanga. The Spurs thing & the fee will only add to that anger.
If City had followed up on their MGW interest in June, I doubt we’d have sold Elanga (we were assured both before & after the deal that the player wasn’t massively agitating for the move)… or at least only sold him for silly money.
To lose both was probably not in the Marinakis script.

But BBC reporting that Wissa has withdrawn from Brentford’s pre-season tour. I very much doubt he is coming to us - this feels like the end-game of Brentford’s negotiations with Newcastle.
