His best was probably about 2016, and he's been hopeless ever since at several clubs.
Arsenal are getting Raya on loan for the season in exchange for a 3M loan fee, and have an option (not obligation) to buy him for 27M next summer. I don't quite understand why Brentford would do that deal - he's only got a year left so he's extending his contract with Brentford prior to the move, but it doesn't seem to help Brentford much.
I guess it helps Arsenal for FFP .... And Brentford get a few extra million.

Do what? Spend the income from Reya the year before they've received it? I'd expect so. It's not like they're anywhere near FFP limits to my knowledge.
Toney doesn't really have anything to do with this transaction? Sunk costs or whatever you want to call it. It's something that is done and they can't change.
Do what? Lose their 2 best players for (much of) the season with no simple way to replace them because there's been no fee. Presumably Raya has been given an almighty pay rise in this, so if he has a stinker of a season and Brentford struggle then it'll be unpleasant.

It’s an option. If Raya pulls a thigh muscle in the first game and misses a season, they don’t get the money.
I believe they have already had Raya's replacement in the system for a year or two, so they don't need to buy a new one. I still don't really understand the way they went about this though - they played hardball with Spurs and someone else about wanting 40M for him, and now they do this deal. It might just be that they misjudged his market and have had to end up taking the only deal that was left.
If the player will only sign for arsenal, and isn't keen to play for Brentford any more, they may not have many options.
If raya doesn't get ahead of ramsdale, and arsenal don't take the option, brentford still have the keeper, or a possible sale in a year. If they do, brentford have the cash.
I wouldn't be keen on that structure, but maybe it is the best deal that they can do right now.
