I guess the answer is that at the time we had to join the complaint we didn't know that we were going to be unaffected by the ruling, given the commission's ruling was May 9th and the process presumably invoked many months before. All the commission seems to have decided is that if Everton are found guilty of malfeasance then clubs impacted do have leave to request compensation under Premier League rules, but as we have no loss we will presumably not be any further involved.
