That's a lot of Championship standard teams in League One, would be tough to get out of.
I'm not sure which standands you are applying but I think Blackpoo who are 18th at the moment with average attendances under 10,000 are about at the right level.

I had them down as a recent Premier League team. I was going to include Luton on that basis as well, but decided Luton are a League One team. I didn't realise it is 15 years since Blackpoo were in the Premier League.
