My memory is that a new long term lease was agreed between the club and the council during ND's ownership. Why is renegotiating a lease a problem for further development?

I would be very against the club (and by extension any owner) owning the ground. We still have the world famous city ground because, and only because, we don't own it.

I agree in principle, although it could be protected still. A very long term lease seems like the best option, but the worst one is neither the council nor Forest owning it.
