Yes, they're all running with Vaporflys now I think. They're considered legal by World Athletics, although there's a legitimate argument that Nike has too much sway over their processes, but to be the shoe that runs the first sub 2 in race conditions (i.e. not a track run with multiple pacers) is invaluable.
