It's odd. Most boomers etc have grand children who they wouldn't be keen on sending to war, so doesn't even seem to work for what you assume is their intended target market.

For the majority who would decide they don’t want to spend a year unpaid playing soldiers, they’d be turning up at weekends to ‘help’ the police or NHS. Doing what exactly? It would just be a logistical nightmare.
It would harm any 18 year old wanting part time work (and the businesses), would harm any studies or employment and really impact any 18 year old wanting to make their way in sport given they’d be missing training or fixtures.
