I think he is definitely gone if they're really in for him. Couldn't begrudge him or the club that kind of move.
He'd be behind Sterling and Mudryk at Chelsea. Still think it makes more sense than being behind Bowen at West Ham. Spurs (Kulusevski) still seems like best option if the choice is there.

Sterling and Mudryk did not play well last year and patience at Chelsea is very short. I hadn't heard they're in for Bowen and Kulusevski but I think Johnson is in their league and he's younger, faster and scored more goals in a crapper team last year. I could well imagine them signing him and not playing him though as that's the kind of thing they do.
As for wages, if it were Chalobah and Maatsen it may not be so inflated.
